Eric Huss 844a604bf0 Allow unsafe_op_in_unsafe_fn ...

Because stdarch has a really large number of unsafe functions with
single-line calls, `unsafe_op_in_unsafe_fn` would end up adding a lot of
noise, so for now we will allow it to migrate to 2024.
