Andrew Kelley 77d2ad8c92 std: consolidate all instances of std.Io.Threaded into a singleton
It's better to avoid references to this global variable, but, in the
cases where it's needed, such as in std.debug.print and collecting stack
traces, better to share the same instance.

Andrew Kelley 0e37ff0d59 std.fmt: breaking API changes
added adapter to AnyWriter and GenericWriter to help bridge the gap
between old and new API

make std.testing.expectFmt work at compile-time

std.fmt no longer has a dependency on std.unicode. Formatted printing
was never properly unicode-aware. Now it no longer pretends to be.

* std.fs.File.writer -> std.fs.File.deprecatedWriter
* std.io.GenericReader -> std.io.Reader
* std.io.GenericWriter -> std.io.Writer

Jacob Young dee9f82f69 Run: add output directory arguments
This allows running commands that take an output directory argument. The
main thing that was needed for this feature was generated file subpaths,
to allow access to the files in a generated directory. Additionally, a
minor change was required to so that the correct directory is created
for output directory args.
