From mlugg: this commit originally also added the same coverage to the
aarch64-linux-release script, but that caused the aarch64-linux-release
job to time out, so that change has been omitted for now.
It's annoying to have jobs fail on new machines or when switching tarball. Also
quirky is easily accessible over SSH now, so we can just upload tarballs as we
do for other machines.
Unfortunately, Windows' scheduler means that test timeouts get hit very
easily, because it seems the system can refuse to schedule a waiting
process for *upwards of 10 minutes*. We should look for a better
solution for this problem going forwards, but for now, just give Windows
a very high test timeout.
The 30 minute timeout set here is around the duration of a *full CI run*
on Windows, so it should be impossible to hit normally, but it means
that if a test gets stuck we'll at least get told (eventually).
Otherwise the disk just keeps getting filled up.
Also remove some pointless cleanup commands since the actions/checkout workflow
step already cleans the repository by default.

I don't think this is needed, I don't get any errors locally when I
bootstrap windows without this change.
Windows does not really have weak symbols. So when we bootstrap with `zig cc`
and link both Zig's compiler-rt and the CBE's `compiler_rt.c` we end up with
duplicate symbol errors at link time.
This introduces the new test step `test-c-import`, and removes the
ability of the behavior tests to `@cImport` paths relative to `test`.
This allows the behavior tests to be run without translate c.

changes made to 3f2a65594e.
Unfortunately, this sat in the PR queue too long and the merge broke the
zig1.wasm bootstrap process.
For computing the zig version number, pass --abbrev=9 rather than
requiring the user to set their git configuration in order to make zig
versions match the standard.
This reverts commit bb98ffbe7f.
This caused master branch to fail the CI. We do need to figure out why
these assertions are tripping but let's do it in a branch other than
master.
The new CI images provided by GitHub no longer provide ninja.exe, so
this commit installs it explicitly, using the suggested method from
GitHub.
