std.Io.Threaded: delete Windows implementation of if_nametoindex
...
Microsoft documentation says "The if_nametoindex function is implemented
for portability of applications with Unix environments, but the
ConvertInterface functions are preferred."
This was also the only dependency on iphlpapi.
