Fix #62660

If the explicitly given type of a `self` parameter fails to parse correctly, we need to propagate the error rather than dropping it and causing an ICE.

Fixes #62660.

The syntax crate contains those things concerned purely with syntax – that is, the AST ("abstract syntax tree"), parser, pretty-printer, lexer, macro expander, and utilities for traversing ASTs.
