Jakob Degen bc7cd2f351 BitSet perf improvements 
This commit makes two changes:
 1. Changes `MaybeLiveLocals` to use `ChunkedBitSet`
 2. Overrides the `fold` method for the iterator for `ChunkedBitSet`
