bjorn3 e70561b8ac Move some thin local LTO handling to start_executing_work

By not pushing any crates to each_linked_rlib_for_lto when no

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
