Float 'incomplete_features' out to a const for visibility

Float `let incomplete_features` out to a `const INCOMPLETE_FEATURES` and colocate near `active` features so that it is easier to find and edit.

The syntax crate contains those things concerned purely with syntax – that is, the AST ("abstract syntax tree"), parser, pretty-printer, lexer, macro expander, and utilities for traversing ASTs.
