bootstrap: validate `rust.codegen-backends` & `target.<triple>.codegen-backends` As per https://github.com/rust-lang/rust/issues/142184#issuecomment-2954124009. Closes rust-lang/rust#142184.
This directory contains some source code for the Rust project, including:
- The bootstrapping build system
- Various submodules for tools, like cargo, tidy, etc.
