David Wood 957320cdb1 cg_llvm: sve_cast intrinsic

Abstract over the existing `simd_cast` intrinsic to implement a new
`sve_cast` intrinsic - this is better than allowing scalable vectors to
be used with all of the generic `simd_*` intrinsics.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
