Zalathar ba81dbf3c6 Don't set unnecessary module flag "LTOPostLink"

This module flag was an internal detail of LLVM's optimization passes, and all
code involving it was removed in LLVM 17.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
