ci: update ubuntu:20.04 builders to 22.04 This is mostly just maintenance to avoid bitrotting, but 22.04 also updates to cmake 3.22, so they don't need the manual builds from #113714 anymore.
This directory contains some source code for the Rust project, including:
- The bootstrapping build system
- Various submodules for tools, like cargo, tidy, etc.
