bootstrap: Move -Clto= setting from Rustc::run to rustc_cargo It prevents a full rebuild of stage 1 compiler when issuing "x.py test" with rust.lto != thin-local in config.toml.
This directory contains some source code for the Rust project, including:
- The bootstrapping build system
- Various submodules for tools, like cargo, tidy, etc.
