David Wood 55b65ff1ee gen-arm: s/simd_reinterpret/transmute_unchecked

`simd_reinterpret` was expected to be used when it was added as
`transmute_unchecked` requires `Sized`, but scalable vectors are now
`Sized` so `transmute_unchecked` can be used and `simd_reinterpret` was
not added in rust-lang/rust#143924.

stdarch - Rust's standard library SIMD components

This repository contains the core_arch crate, which implements core::arch - Rust's core library architecture-specific intrinsics.

The std::simd component now lives in the packed_simd_2 crate.

Synchronizing josh subtree with rustc
