Georg Semmler 2cff3e90bc Move #[do_not_recommend] to the #[diagnostic] namespace 
This commit moves the `#[do_not_recommend]` attribute to the
`#[diagnostic]` namespace. It still requires
`#![feature(do_not_recommend)]` to work.
