Nicholas Nethercote 9454be304f Invert dependency between rustc_error_messages and rustc_ast*.
`rustc_error_messages` currently depends on
`rustc_ast`/`rustc_ast_pretty`. This is odd, because
`rustc_error_messages` feels like a very low-level module but
`rustc_ast`/`rustc_ast_pretty` do not.

The reason is that a few AST types impl `IntoDiagArg` via
pretty-printing. `rustc_error_messages` can define `IntoDiagArg` and
then impl it for the AST types. But if we invert the dependency we hit
a problem with the orphan rule: `rustc_ast` must impl `IntoDiagArg`
for the AST types, but that requires calling pretty-printing code which
is in `rustc_ast_pretty`, a downstream crate.

This commit avoids this problem by just removing the `IntoDiagArg` impls
for these AST types. There aren't that many of them, and we can just use
`String` in the relevant error structs and use the pretty printer in the
downstream crates that construct the error structs. There are plenty of
existing examples where `String` is used in error structs.

There is now no dependency between `rustc_ast*` and
`rustc_error_messages`.

Nicholas Nethercote 301655eafe Revert introduction of [workspace.dependencies].
This was done in #145740 and #145947. It is causing problems for people
using r-a on anything that uses the rustc-dev rustup package, e.g. Miri,
clippy.

This repository has lots of submodules and subtrees and various
different projects are carved out of pieces of it. It seems like
`[workspace.dependencies]` will just be more trouble than it's worth.

Josh Triplett b65fab6299 Move IntoDiagArg earlier in the dependency chains
`rustc_errors` depends on numerous crates, solely to implement its
`IntoDiagArg` trait on types from those crates. Many crates depend on
`rustc_errors`, and it's on the critical path.

We can't swap things around to make all of those crates depend on
`rustc_errors` instead, because `rustc_errors` would end up in
dependency cycles.

Instead, move `IntoDiagArg` into `rustc_error_messages`, which has far
fewer dependencies, and then have most of these crates depend on
`rustc_error_messages`.

This allows `rustc_errors` to drop dependencies on several crates,
including the large `rustc_target`.

(This doesn't fully reduce dependency chains yet, as `rustc_errors`
still depends on `rustc_hir` which depends on `rustc_target`. That will
get fixed in a subsequent commit.)

Revert <https://github.com/rust-lang/rust/pull/138084> to buy time to
consider options that avoids breaking downstream usages of cargo on
distributed `rustc-src` artifacts, where such cargo invocations fail due
to inability to inherit `lints` from workspace root manifest's
`workspace.lints` (this is only valid for the source rust-lang/rust
workspace, but not really the distributed `rustc-src` artifacts).

This breakage was reported in
<https://github.com/rust-lang/rust/issues/138304>.

This reverts commit 48caf81484, reversing
changes made to c6662879b2.

Nicholas Nethercote beba32cebb Specify rust lints for compiler/ crates via Cargo.
By naming them in `[workspace.lints.rust]` in the top-level
`Cargo.toml`, and then making all `compiler/` crates inherit them with
`[lints] workspace = true`. (I omitted `rustc_codegen_{cranelift,gcc}`,
because they're a bit different.)

The advantages of this over the current approach:
- It uses a standard Cargo feature, rather than special handling in
  bootstrap. So, easier to understand, and less likely to get
  accidentally broken in the future.
- It works for proc macro crates.

It's a shame it doesn't work for rustc-specific lints, as the comments
explain.

Noratrieb 505b8e1332 Delete the cfg(not(parallel)) serial compiler
Since it's inception a long time ago, the parallel compiler and its cfgs
have been a maintenance burden. This was a necessary evil the allow
iteration while not degrading performance because of synchronization
overhead.

But this time is over. Thanks to the amazing work by the parallel
working group (and the dyn sync crimes), the parallel compiler has now
been fast enough to be shipped by default in nightly for quite a while
now.
Stable and beta have still been on the serial compiler, because they
can't use `-Zthreads` anyways.
But this is quite suboptimal:
- the maintenance burden still sucks
- we're not testing the serial compiler in nightly

Because of these reasons, it's time to end it. The serial compiler has
served us well in the years since it was split from the parallel one,
but it's over now.

Let the knight slay one head of the two-headed dragon!

Nicholas Nethercote df9f83987a Remove rustc_error_messages/messages.ftl.
It's empty, and it doesn't even make sense, because
`rustc_error_messages` is a lower-level crate than `rustc_errors`.

Nicholas Nethercote 8ff624a9f2 Clean up rustc_*/Cargo.toml.
- Sort dependencies and features sections.
- Add `tidy` markers to the sorted sections so they stay sorted.
- Remove empty `[lib`] sections.
- Remove "See more keys..." comments.

Excluded files:
- rustc_codegen_{cranelift,gcc}, because they're external.
- rustc_lexer, because it has external use.
- stable_mir, because it has external use.

Nilstrieb b5d3d970fa Add rustc_fluent_macro to decouple fluent from rustc_macros
Fluent, with all the icu4x it brings in, takes quite some time to
compile. `fluent_messages!` is only needed in further downstream rustc
crates, but is blocking more upstream crates like `rustc_index`. By
splitting it out, we allow `rustc_macros` to be compiled earlier, which
speeds up `x check compiler` by about 5 seconds (and even more after the
needless dependency on `serde_json` is removed from
`rustc_data_structures`).

Conditional on the parallel compiler being enabled, use a different
`IntlLangMemoizer` which supports being sent between threads in
`FluentBundle`.

David Wood d5119c5b9f errors: implement sysroot/testing bundle loading
Extend loading of Fluent bundles so that bundles can be loaded from the
sysroot based on the language requested by the user, or using a nightly
flag.

Sysroot bundles are loaded from `$sysroot/share/locale/$locale/*.ftl`.

David Wood 7f91697b50 errors: implement fallback diagnostic translation
This commit updates the signatures of all diagnostic functions to accept
types that can be converted into a `DiagnosticMessage`. This enables
existing diagnostic calls to continue to work as before and Fluent
identifiers to be provided. The `SessionDiagnostic` derive just
generates normal diagnostic calls, so these APIs had to be modified to
accept Fluent identifiers.

In addition, loading of the "fallback" Fluent bundle, which contains the
built-in English messages, has been implemented.

Each diagnostic now has "arguments" which correspond to variables in the
Fluent messages (necessary to render a Fluent message) but no API for
adding arguments has been added yet. Therefore, diagnostics (that do not
require interpolation) can be converted to use Fluent identifiers and
will be output as before.

David Wood c45f29595d span: move MultiSpan
`MultiSpan` contains labels, which are more complicated with the
introduction of diagnostic translation and will use types from
`rustc_errors` - however, `rustc_errors` depends on `rustc_span` so
`rustc_span` cannot use types like `DiagnosticMessage` without
dependency cycles. Introduce a new `rustc_error_messages` crate that can
contain `DiagnosticMessage` and `MultiSpan`.
