janwi_mac d02b4c8e77 Improve suggestions for unconstrained parameters in impl blocks
When an unconstrained type or lifetime parameter is detected in an
`impl`, provide more specific help based on its usage:
- If the parameter is entirely unused, suggest removing it.
- If it is used in the `impl` body but not the `Self` type, suggest
  including it in the `Self` type and the struct definition.

This also adds a comprehensive UI test for these cases.

Esteban Küber 49bb371ca7 When single impl can satisfy inference error, suggest type
When encountering an inference error where a return type must be known, like when calling `Iterator::sum::<T>()` without specifying `T`, look for all `T` that would satisfy `Sum<S>`. If only one, suggest it.

Noah Lev c7e368543c Use more principled check for generics in const ops
Instead of using a visitor in typeck, we just check, whenever lowering a
use of a param, whether the parent item is an MCG anon const during hir
ty lowering (and instantiate_value_path). If so, we report an error
since MCG anon consts should never be able to use generics. All other
kinds of anon consts are at least syntactically allowed to use generic
params.

We use a `TypeFolder` to accomplish this; this way, we look at the
fully explicit semantic representation of the type/const/whatever and
don't miss subtle cases like `Self` type aliases.

New tracking issues for const_ops and const_cmp

Let's do a clean start with new tracking issues to avoid mixing things up with the previous constification.

I assume the fact that the `PartialEq` *trait* and *impls* used different feature names  was a mistake (the feature name on the impl is entirely irrelevant anyway).

Marks ADT live if it appears in pattern, it implies the construction of the ADT.
1. Then we can detect unused private ADTs impl `Default`, without special logics for `Default` and other std traits.
2. We can also remove `rustc_trivial_field_reads` on `Default`, and the logic in `should_ignore_item` (introduced by rust-lang/rust#126302).

Introduce `feature(generic_const_parameter_types)`

Allows to define const generic parameters whose type depends on other generic parameters, e.g. `Foo<const N: usize, const ARR: [u8; N]>;`

Wasn't going to implement for this for a while until we could implement it with `bad_inference.rs` resolved but apparently the project simd folks would like to be able to use this for some intrinsics and the inference issue isn't really a huge problem there aiui. (cc ``@workingjubilee`` )

Tweak output of const panic diagnostic

### Shorten span of panic failures in const context

Previously, we included a redundant prefix on the panic message and a postfix of the location of the panic. The prefix didn't carry any additional information beyond "something failed", and the location of the panic is redundant with the diagnostic's span, which gets printed out even if its code is not shown.
