Parse `mut` restrictions

This PR is part of the progress implementing `mut` restrictions proposed in [RFC 3323](https://rust-lang.github.io/rfcs/3323-restrictions.html), and linked to a [GSoC proposal](https://rust-lang.zulipchat.com/#narrow/channel/421156-gsoc/topic/Project.3A.20Implementing.20impl.20and.20mut.20restrictions/with/592352432).
This PR focuses solely on the parsing of `mut` restrictions.
The keyword order is `pub(...) mut(...) unsafe field`.
The new syntax is guared by `#[feature(mut_restriction)]` feature gate.

Move `feature*` methods from `parse` mod to `errors` mod.

As the FIXME comment says, these no longer use `ParseSess` and so the `parse` mod is not a good place for them. The `errors` mod is a better home.

The syntax and meaning of this macro are not very intuitive as its just a large dump of function names and has some special cases.
Each commit should be a small improvement that can be evaluated on its own.

Nicholas Nethercote 9454be304f Invert dependency between rustc_error_messages and rustc_ast*.
`rustc_error_messages` currently depends on
`rustc_ast`/`rustc_ast_pretty`. This is odd, because
`rustc_error_messages` feels like a very low-level module but
`rustc_ast`/`rustc_ast_pretty` do not.

The reason is that a few AST types impl `IntoDiagArg` via
pretty-printing. `rustc_error_messages` can define `IntoDiagArg` and
then impl it for the AST types. But if we invert the dependency we hit
a problem with the orphan rule: `rustc_ast` must impl `IntoDiagArg`
for the AST types, but that requires calling pretty-printing code which
is in `rustc_ast_pretty`, a downstream crate.

This commit avoids this problem by just removing the `IntoDiagArg` impls
for these AST types. There aren't that many of them, and we can just use
`String` in the relevant error structs and use the pretty printer in the
downstream crates that construct the error structs. There are plenty of
existing examples where `String` is used in error structs.

There is now no dependency between `rustc_ast*` and
`rustc_error_messages`.

Remove attribute parsing `Stage`



I discovered that it is surprisingly easy to remove the concept of `Stage` in the attribute parsers, imo this makes the code a lot cleaner.

Nicholas Nethercote 01e933f888 Move four fields from ParseSess to Session.
`ParseSess` is separate from, but sits within, `Session`. The separation
is because there are some places (e.g. `Parser` methods) where
`ParseSess` is available but `Session` is not.

However, `ParseSess` has four fields that are only accessed from places
where `Session` is also available. This commit moves those fields to
`Session`. This means that `ParseSess` only contains the fields it
genuinely needs, and various `sess.psess.foo` occurrences are reduced to
`sess.foo`.

Implement EII for statics

This PR implements EII for statics. I've tried to mirror the implementation for functions in a few places, this causes some duplicate code but I'm also not really sure whether there's a clean way to merge the implementations.

This does not implement defaults for static EIIs yet, I will do that in a followup PR

Use a linting node closer the parsing of `#[cfg_attr]`

The parsing of `#[cfg_attr]` unconditionally used the crate-root as a linting node to attach lints, but the `unexpected_cfgs` lint can fire when parsing the attribute and users expect to be able to allow it at places other than the crate-root.

Let's instead use the linting node id, which is unfortunately always the parent but that's better than the crate-root when you are in a sub-module.

The parsing of `#[cfg]` and other already use the expansion linting node id, so no change required there.

Fix ICE when combining #[eii] with #[core::contracts::ensures]

Fixes rust-lang/rust#153745

Builtin attribute macros like #[eii] generate AST items programmatically without collected tokens. When another attribute macro was present on the same item, the compiler would panic in TokenStream::from_ast() trying to tokenize the generated items during subsequent attribute expansion.

Generate fake token streams (via pretty-print and re-parse) for Item and ForeignItem nodes that lack collected tokens, following the existing pattern used for Crate and out-of-line modules.
